Includes the state legislature in the coverage of the disclosure chapter, the open public meetings act, and the discrimination chapter.
Provides that gubernatorial appointees may not serve until confirmed by the senate.
Establishes penalties on the governor and legislators for each day beyond the date the budget is required to be adopted.
Authorizes the state auditor to perform performance audits.
Restricts former state employees from accepting employment or compensation from a company to which he or she provided substantial professional advice in the negotiation of a contract while employed by the state.
Makes a violation of the restriction a gross misdemeanor offense.
Provides for reopening the filings for an elective office when an incumbent withdraws and only relatives or business associates remain as candidates.
Establishes a task force to examine the practices and institutions of the legislature.
Makes an appropriation of fifty thousand dollars to carry out the purposes of the act.
Repeals RCW 43.06.094.
