      Revises provisions relating to health care and vocational services provided under industrial insurance.

      Declares that health care providers have no vested right to treat workers and the state shall ensure health care under such terms and conditions as are in the best interests of the workers.

      Declares that the disclosure statements of chapter 42.17 RCW do not apply to records obtained through audit activities.

      Establishes a procedure for recovery of payments of sums owing and penalties assessed under Title 51 RCW.

      Provides that the act shall be null and void if appropriations are not approved.
