(DIGEST AS ENACTED)

      Provides that every local government employee has the right to report to the appropriate person or persons information concerning an alleged improper governmental action.

      Requires governing bodies of each local government to adopt a policy on the appropriate procedures to follow for reporting such information.

      Declares that it is unlawful for any local government official or employee to take retaliatory action against a local government employee who makes a report.

      Establishes hearing procedures and prescribes penalties for violations.

      Creates the local government administrative hearings account.

      Authorizes the auditor to increase fees for audits from July 1, 1992, to June 30, 1995.
