(DIGEST OF PROPOSED 1ST SUBSTITUTE)

      Requires the department to develop standards by August 1, 1993, for the use of reclaimed water for agriculture, municipal irrigation, landscape enhancement, and industrial and commercial uses.

      Authorizes pilot projects and advisory committees to aid in developing the standards.

      Requires a progress report by August 1, 1994.
