      Levies an assessment on all milk produced in this state of up to one-half of one cent per hundredweight.

      Deposits the funds into the dairy inspection account.

      Authorizes a lien on the property of any person failing to pay the assessment.

      Creates a dairy inspection program advisory committee.

      Establishes a license fee for licenses to operate a milk plant.

      Deposits the revenue into the food processing inspection account.
