SB 6412 - DIGEST

      Directs the office of financial management to facilitate and coordinate the development of a state-wide program evaluation system.

      Directs the governor to prepare a plan for the establishment of a strategic planning process for the key functional areas of state government.

      Provides that the legislature may not consider a bill or amendment for appropriations unless specific goals and objectives are provided.
