      Revises provisions relating to weights and measures.

      Requires all measuring instruments used for commercial purposes to be inspected and tested for accuracy at least once every two years and authorizes the charging of fees for the inspections.

      Establishes hearing procedures for persons aggrieved by an action of the department or a city sealer.

      Requires a license to engage in the business of calibration and prescribes penalties for violations of the act.

      Repeals provisions of chapter 19.94 RCW.

      Directs the office of financial management to conduct a review of the state's weights and measures programs.
