            On page 4, line 4, after "shall" strike "encourage" and insert "require"

EFFECT:  Requires all cities or counties that establish jail industries programs to establish or use existing advisory groups to oversee that local businesses and employment opportunities are not negatively effected.

EFFECT:  Increases the participation of both business and labor representatives on the advisory board.
