     On page 2, line 3, after "(1)" insert the following:

     "The legislature finds that excessive restraints on competitive bidding artificially increase costs and put an unnecessary strain on the budgets of state and local governments and the taxpayers."

 

     On page 2, line 13, after "(2)" insert the following:

     "It is the purpose of this act to eliminate excessive restraints on competitive bidding in order to reduce the costs to taxpayers of designing, constructing, and operating state and local facilities, programs, and services."

 

     On page 57, after line 14, insert the following:

EFFECT:  Strengthens competitive bidding language in the

intent section and repeals the state prevailing wage requirements on July 1, 1994.
