     On page 1, line 6, after "Rule 10." insert the following:

      "Any bill, memorial, or resolution shall be removed from any standing committee and placed on the top of the second reading calendar upon the filing of a discharge petition in open session with the chief clerk or secretary of the senate.  A discharge petition must contain the written signatures of at least one half of the members and must specify the bill or bills to be removed from one or more committees."
