     On page 10, line 18, after "through" strike "14" and insert "13"

EFFECT:  Removes the section expressly authorizing the Conservation Commission to receive, for local conservation districts, Referendum 39 monies from the Department of Ecology for the development and design of dairy waste management facility plans.
