     On page 11, after line 2, strike all of section 5 and insert the following:

     "NEW SECTION. Sec. 5. A new section is added to chapter 76.09 RCW to read as follows:

     (1) A person submitting an application or notification pursuant to RCW 76.09.050 and RCW 76.09.060 shall pay a fee at the time the application or notification is submitted, or at another time as the board determines, to cover the costs of the department in processing and reviewing the application or notification.  All money collected from this fee shall be deposited in the state general fund.

     (2) The board shall establish an initial schedule for fees in an amount sufficient to generate a minimum of one million two hundred twenty five thousand dollars annually.  In establishing these fees the board shall consider the amount of field review and compliance time required for each type of application.  The board shall enact these fees no later than July 1, 1993.  Beginning January 1, 1996, the board shall adjust the total annual revenue target and all fees in accordance with the implicit deflator for personal consumption expenditures published by the United States department of commerce.

     (3) The initial fees shall be as follows:  no more than fifty dollars for class II forest practices, no more than one hundred fifty dollars for class III forest practices, and no more than three hundred fifty dollars for class IV forest practices.

     (4) The board shall also establish a schedule of fees for an application or notification that has an effective term of more than two years pursuant to RCW 76.09.060(6).  In establishing these fees the board shall consider the amount of field review and compliance time associated with processing a multiple practice application or notification."
