    On page 2, after line 38, insert:

    "NEW SECTION. Sec. 4.  The department, in consultation with the home building industry, shall conduct an analysis of the factors affecting the current cost of housing.  The analysis shall include a summary of changes in federal, state, and local laws and regulations that have impacted the cost of housing over time.  The department shall submit a completed copy of the analysis to the appropriate legislative committees."

    Renumber the remaining sections consecutively and correct internal references accordingly.
