    On page 2, line 12, after "terminated." insert "Such guidelines shall not permit a vehicular pursuit to be initiated unless a law enforcement officer reasonably believes that the suspect (i) has committed, has attempted to commit, is committing, or is attempting to commit a felony, and (ii) if not apprehended, poses a threat of serious physical harm to others.  A "threat of serious physical harm" includes circumstances where (A) the suspect has threatened a law enforcement officer with a weapon or has displayed a weapon in a manner that could reasonably be construed as threatening, or (B) there is probable cause to believe that the suspect has committed a crime involving the infliction or threatened infliction of serious physical harm."
