    On page 5, beginning on line 36 of the amendment, after "funding." insert "If a nonexempt recipient is not participating in the jobs opportunities and basic skills program or engaged in at least fifteen hours a week of unsubsidized employment the department shall refer the recipient to the employment partnership program, if available in their area, or require the recipient to participate in fifteen hours of community service per week as defined by the department."
