    On page 6, after line 21, insert the following:

    "NEW SECTION. Sec. 9.  Section 3 of this act shall not be interpreted to apply to any rights of employees under the National Labor Relations Act (29 U.S.C. 157 et seq), or the Public Employment Labor Relations Commission (chapter 41.58 RCW et seq)."

    Renumber the remaining sections consecutively and correct any internal references.
