    On page 7, beginning on line 25, strike all of section 15 and insert the following:

    "NEW SECTION. Sec. 15.  The industry shall prepare an effort reduction plan to stabilize the coastal crab industry in Washington.  The industry shall submit the plan to the department of fisheries by November 30, 1995.  The department shall evaluate the plan and submit it to the legislature by December 31, 1995."
