    On page 1, line 18, after "1995," strike all material through "section" on page 2, line 2, and insert "all existing license plates that are not of the approved background design, except those plates designated in RCW 46.16.305 (1) (3), shall be replaced at the time of annual renewal.  The cost of the replacement plates shall be in addition to other renewal fees"
