    "(2) The department may accept and approve applications for deferral of taxes under this chapter for a period of one year after an area no longer qualifies as an eligible area under this chapter."

EFFECT;  Allows a one year "phase-out" period to accept and approve tax deferral applications in areas that no longer qualify as distressed.
