    On page 2, line 24, after "RCW 82.16.010(5)" insert ", other than a co-generation project which is an integral part of a manufacturing facility, owned at least fifty percent by the manufacturer, and for which the initial application for any permit for construction or operation of such project required by any local, state, or federal agency is made after the effective date of this act, but prior to January 1, 1996,"

    On page 2, line 25 after "chapter." insert "(c)  After January 1, 1996 a co-generation project as defined in RCW 82.60.020(b) shall remain eligible for deferrals as provided in this chapter."
