Background:  Parents of juvenile offenders committed to the Department of Social and Health Services are not financially responsible for the care and treatment of their children.

 

Summary of Substitute Bill:  Parents of juvenile offenders committed to the Department of Social and Health Services are financially responsible for their children and will pay for their child's care based on their ability to pay.  Parents who receive, or are eligible to receive, adoption support payments are not required to contribute to the cost of housing and serving their adopted child.

 

Substitute Bill Compared to Original Bill:  Parents who receive, or are eligible to receive, adoption support payments, will not be required to contribute to the cost of caring for their incarcerated child.

 

Fiscal Note:  Requested February 26, 1993.

 

Effective Date of Substitute Bill:  Ninety days after adjournment of session in which bill is passed.

 

Testimony For:  This legislation is necessary to implement the budget.  It is appropriate for parents to contribute to the cost of serving their child.
