HOUSE COMMITTEE ON EDUCATION

Majority Report:  The substitute bill be substituted therefor and the substitute bill do pass.  Signed by 19 members:  Representatives Dorn, Chair; Cothern, Vice Chair; Brough, Ranking Minority Member; B. Thomas, Assistant Ranking Minority Member; Brumsickle; Carlson; G. Cole; Eide; G. Fisher; Hansen; Holm; Jones; Karahalios; J. Kohl; Patterson; Pruitt; Roland; Stevens and L. Thomas.

Background:  Under current law, if the Superintendent of Public Instruction (SPI) or the State Board of Education requests a certificated employee of a school district to serve on a committee that would require the school district to hire a substitute, the superintendent and State Board are required to pay the school district for hiring the substitute.

When classified staff are asked to serve on committees, no similar reimbursement is required.

When Title 28A was reorganized in 1990, this section was inadvertently placed in the Transportation chapter of the education code.

Summary of Substitute Bill:  The State Board and SPI are required to pay school districts substitute costs for classified staff who serve on State Board and SPI committees.

This provision is recodified under RCW 28A.300 (Superintendent of Public Instruction).

Substitute Bill Compared to Original Bill:  The provision was codified in RCW 28A.300 instead of RCW 28A.150.

Fiscal Note:  Not requested.

Effective Date of Substitute Bill:  Ninety days after adjournment of session in which bill is passed.

Testimony For:  This is an equity issue.  All employees, both classified and certificated, should be able to receive substitute costs.

Testimony Against:  None.

Witnesses:  Rep. B. Thomas, (sponsor); and Susan Patrick, Superintendent of Public Instruction.
