Background: Agricultural fairs serve to train youth and promote the welfare of farm people and rural living. The responsibility for approving the largest of the categories of agricultural fairs, "youth shows and fairs," was originally delegated to Washington State University and/or the Washington State Board for Vocational Education, later changed to Washington Work Force Training and Education Coordinating Board. Officials from the Department of Agriculture think that approval of these fairs is beyond the board's normal scope of responsibilities, but within the scope of activities performed by the Office of the Superintendent of Public Instruction.
Summary: The responsibility for approving youth shows and fairs is transferred from the Washington Work Force Training and Education Coordinating Board to the Office of the Superintendent of Public Instruction. Washington State University retains its authority to also approve the fairs.
