BACKGROUND:

 

The agencies and institutions of the state receive appropriations for a two-year fiscal period beginning on July 1 of odd-numbered years.  Supplemental appropriations are adopted in each of the two succeeding years.

 

SUMMARY:

 

Governor Lowry's proposed 1993 supplemental budget for the 1991-93 fiscal biennium totals $40.0 million.  The supplemental budget adopted by the House of Representatives reduced the amount to $31.3 million.

 

SUMMARY OF PROPOSED COMMITTEE AMENDMENT:

 

A net of $31.5 million is appropriated to the agencies of the state.  Major components of the supplemental budget include $41.3 million for increased enrollments and staff costs in the K-12 education system, a savings of $38.3 million in the Department of Social and Health Services, and $10.9 million for new facilities in the Department of Corrections.

Effective Date:  The bill contains an emergency clause and takes effect immediately.

 

TESTIMONY FOR:

 

Additional funds are needed for DSHS' computer system for the Division of Children and Family Services.  In addition, funds are needed for legal costs associated with the state's defense of tribal shellfish rights litigation because the case has recently been set for trial.
