BACKGROUND:

 

A Public Transportation Benefit District (PTBA) is authorized to contract with a private firm or corporation for the use of transportation facilities.  Before a contract for the lease of any PTBA facility is let to a private person, firm or corporation, a general schedule of rental rates for bus equipment, applicable to all certificated common carriers must be publicly posted.  Competitive bids are required for all other facilities.  Current law does not specifically require the posting of rental rates for ferry equipment where the proposed contract is between a PTBA and private passenger-only ferry service.

 

SUMMARY:

 

A private person, firm, or corporation which operates private passenger ferry service is required to publicly post rental rates for ferry equipment prior to letting a contract for the lease of any PTBA facility.
