BACKGROUND:
The "Waste Not Washington" Act of 1989 established a process of reducing the state's solid waste stream through waste reduction and recycling. As part of this process local governments are required to establish a comprehensive solid waste management plan. The Department of Ecology is responsible for reviewing the plans. The solid waste management plan is required to have a waste reduction and recycling element. This element is required to include waste reduction strategies, source separation strategies and collection programs.
In 1991 larger local governments were required to review procurement policies and revise these policies to include recycled content supplies. These local governments were required to develop procurement goals and strategies for attainment of the goals.
SUMMARY:
In an effort to further encourage recycling and the use of recycled goods, local governments are required to establish goals to procure recycled content supplies. Procurement of the supplies shall be in percentages equivalent to the recovery rate goals established in the local government's recycling element of the comprehensive solid waste management plan.
The Department of General Administration is required to randomly survey county and city governments to review the achievement of goals.
