BACKGROUND:
The Department of Ecology is charged with administering a system for motor vehicle emission inspections. The inspection program is designed to assist in the reduction of air pollution.
The Department of Licensing is prohibited from issuing or renewing a motor vehicle license or changing the registered owner of a licensed vehicle, unless the application for issuance or renewal is accompanied by a valid certificate of compliance issued by the Department of Ecology or the vehicle is exempt from emission inspection. Sales by motor vehicle dealers in the state are exempt from this provision.
SUMMARY:
The Department of Ecology may by rule authorize the Department of Licensing to change the registered owner in the sale of a licensed vehicle currently subject to emission inspection.
The rule may be implemented if the federal Environmental Protection Agency does not disapprove of the state's motor vehicle emission inspection program.

TESTIMONY FOR:
The Department of Licensing being authorized, by the Department of Ecology, to change the registered owner in the sale of a licensed vehicle currently subject to emission inspection, will apply the same standards to both private sales of motor vehicles and sales by motor vehicle dealers.
This change can only be implemented if the federal Environmental Protection Agency does not disapprove of the state's motor vehicle emission inspection program.
