BACKGROUND:

 

Every two years the Legislature adopts a biennial capital budget approving the expenditure of state moneys for capital purposes.  Included in the capital budget are moneys for remodeling and construction of public schools, institutions of  higher education, parks and green spaces, and office buildings.

 

SUMMARY:

 

Appropriations backed by general fund indebtedness under the statutory debt limit are $864,000,000.  Total appropriations equal $1,624,000,000.  No appropriations are made from general fund backed reimbursable bond sources.  Additional appropriations of $759,500,000 are made from cash accounts and funds supported by other bonds.
