BACKGROUND:

 

Every two years the Legislature adopts a biennial capital budget approving the expenditure of state moneys for capital purposes.  Included in the capital budget are moneys for remodeling and construction of public schools, institutions of  higher education, parks and green spaces, and office buildings.

 

SUMMARY:

 

Appropriations of $1,038,000,000 are made which are supported by general fund bonded indebtedness.  Of that amount, $189,000,000 of the appropriations are supported by reimbursable bonds which are outside of the statutory debt limit.  Additional appropriations of $1,135,000,000 are made from cash accounts and funds supported by other bonds.

 

EFFECT OF PROPOSED SUBSTITUTE:

 

No appropriations are made from general fund backed reimbursable bond sources.  Appropriations backed by general fund indebtedness under the statutory debt limit are $864,000,000.  Total appropriations equal $1,644,000,000.
