AS REPORTED BY COMMITTEE ON TRANSPORTATION, MARCH 1, 1993

Brief Description:  Revising State Route No. 92.

SPONSORS: Senators Quigley, Loveland, Hargrove, Sheldon, Vognild, Skratek, Oke and Nelson

SENATE COMMITTEE ON TRANSPORTATION

Majority Report:  Do pass.

Signed by Senators Vognild, Chairman; Loveland, Vice Chairman; Skratek, Vice Chairman; Barr, Drew, Haugen, Nelson, Oke, Prince, M. Rasmussen, Sheldon, von Reichbauer, and Winsley.

Staff:  Jeff Doyle (786‑7322)

Hearing Dates: February 25, 1993; March 1, 1993

BACKGROUND:

State Route 92 crosses the city limits into Granite Falls.  The road becomes Stanley Street, but remains designated a state route for a few more blocks.  Jurisdiction for the road shifts to the city at the Stanley Street/Granite Avenue intersection.  It remains a city road through the remainder of town until it becomes Mountain Loop Highway, a county road.

SUMMARY:

State Route 92 is extended to run all the way through Granite Falls, until it becomes Mountain Loop Highway, a county road.

Appropriation:  none

Revenue:  none

Fiscal Note:  none requested

TESTIMONY FOR:

The street in Granite Falls that is proposed to be a state route is used heavily by logging trucks.  The town of Granite Falls lacks sufficient resources to install traffic signals.  This poses a safety risk to children crossing the street to arrive at school.

TESTIMONY AGAINST:

While the Department of Transportation has no opinion about whether the street should be designated a state route, DOT does not support the bill because this road jurisdictional transfer request did not go before the Transportation Improvement Board, which annually reviews such requests and makes recommendations to the Legislature.

TESTIFIED:  Senator Quigley, prime sponsor; Jim Raymond, Mayor, Granite Falls (pro); Phil Dockendorff, Councilman, Granite Falls (pro); Frank Mason, Member, Planning Committee (pro); John Doyle, Department of Transportation (con)
