BACKGROUND:
The stories, documents and artifacts which are the heritage of the citizens of this state are preserved, explained and displayed by a variety of historical organizations. At the state level, these organizations include the Washington State Historical Society, the Eastern Washington State Historical Society, the State Capital Historical Association, and the Office of Archaeology and Historic Preservation. Museums are operated in Spokane, Tacoma, Olympia and by the University of Washington in Seattle.
None of the existing historical organizations has as its primary purpose and activity the restoration and preservation of marine facilities and vessels.
SUMMARY:
The Maritime Historic Restoration and Preservation Council is established. The council includes a representative of each caucus in the Senate and House of Representatives; four members representing the recreational boating community, appointed by the Governor; the Secretary of State as chairperson, the State Historic Preservation Officer; the State Archivist; and the Director of the Washington State Historical Society.
The purpose of the council is to support educational programs, assist existing historical organizations and contract with nonprofit organizations and other agencies engaged in teaching, restoration, preservation, replication and operation of historic maritime facilities and vessels.
A surcharge of $1 per vessel is added to the watercraft excise tax. Monies collected through this surcharge are deposited in a designated account with the State Treasurer. The Maritime Historic Restoration and Preservation Council administers this account.
