Brief Description:  Establishing emergency shelters for young people.

BACKGROUND:

 

There is a severe shortage in this state of shelter services for runaway and homeless youth.  As a result of this shortage local governments, private businesses, and charities have requested assistance from the state in creating and maintaining shelter services.

 

SUMMARY:

 

The Department of Social and Health Services shall award matching grants to local governments to help support short-term runaway shelters.  The shelters must be drug free, be for short-term stays, provide reconciliation counseling services, and meet all building and licensing codes.

 

Grants for the shelters shall be made on a competitive basis to local governments.  The grants shall be matched through other public, private, or federal resources, and may include in-kind resources such as materials, supplies, facilities, and volunteer time.

 

Appropriation:  $3,000,000
