BACKGROUND:
During the 1993 legislative session two bills were enacted, both of which amended parallel sections of the titles dealing with water districts and sewer districts. The double amendments are mutually exclusive and do not conflict in their intent, but do involve some common phrasing.
The affected sections establish standards and procedures for letting contracts. One amendment adopted a uniform procedure to let bids for small works projects. The other amendment modified the basis for rejecting bids.
In order to properly codify these amendments, it is necessary to reenact the affected sections reconciling the amendatory language. This reenactment has been recommended by the Law Revision Commission.
SUMMARY:
Two sections of law, one in the title on water districts and a parallel section in the title on sewer districts are reenacted to eliminate a "double amendment."
