Brief Description:  Requiring the department of community, trade, and economic development to develop a strategic plan.

BACKGROUND:

 

Legislation passed in 1993 created the Department of Community, Trade and Economic Development through the merger of the Departments of Community Development (DCD) and Trade and Economic Development (DTED).  The legislation called for the two departments to jointly submit an implementation plan for the merger by November 15, 1993.  The merger plan was to include a strategic plan for each major program area with implementation steps, evaluation measures, and methods for collaboration among programs.  It was also to include recommendations for new initiatives and transfer of programs to and from other departments.

 

One of the reactions to the merger plan has been that there was insufficient specificity to meet the legislative mandate.

 

SUMMARY:

 

The Department of Community, Trade and Economic Development is to develop a strategic plan containing a clearly identified mission, critical issues that must be confronted to accomplish the mission, strategies to address the issues, and implementation steps.  The implementation steps are to define who is responsible for specific actions and when each specific action will be carried out.

 

The department is also to address funding needs and evaluation steps, and make recommendations on programs that could be eliminated, enhanced, or transferred to other departments in furtherance of the department's mission.

 

A report is due by November 15, 1994.
