BACKGROUND:

 

Article III, Section 1 of the State Constitution declares that the executive department shall consist of a Governor, Lieutenant Governor, Secretary of State, Treasurer, Auditor, Attorney General, Superintendent of Public Instruction, and a Commissioner of Public Lands.

 

Article III, Section 25 states that the Legislature may abolish the offices of Lieutenant Governor, Auditor, and Commissioner of Public Lands.

 

SUMMARY:

 

This is a referendum bill.  Upon approval and ratification of the voters at the next general election, the office of Lieutenant Governor is abolished as of January 15, 1997.  All legislative duties of the Lieutenant Governor shall be performed by the President of the Senate.
