BACKGROUND:

The Utilities and Transportation Commission (UTC) is responsible for adopting and enforcing rules and regulations relating to sanitation and adequate shelter as it affects the health of all railroad employees.

SUMMARY

The UTC must require terminals to have servicing facilities. It must also adopt rules to prohibit railroad workers from working alone in the Cascade tunnel.
