Brief Description:  Providing salary increases for employees of the common school system and community and technical colleges.

BACKGROUND:

 

The 1993-95 state budget makes no provision for salary increases or increments for state employees, higher education employees and common school classified and certificated administrative employees.  With respect to common school certificated instructional staff, no salary increases are provided, but increments are funded.

 

SUMMARY:

 

$72.3 million is appropriated from the general fund to provide a 3 percent salary increase for K-12 employees effective September 1, 1994.

 

$3.7 million is appropriated to fund increments for community college faculty and classified staff after the effective date of this act.

 

The cost of the salary increases shall be funded from general fund-state savings.  The Office of Financial Management is required to achieve the savings by making immediate across-the-board reductions in allotments to all state agencies and institutions for furnishings, equipment, software, travel, goods and services and other support costs.

Effective Date:  The bill contains an emergency clause and takes effect immediately.
