AN ACT Relating to higher education; creating a new section; and making appropriations.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. The legislature finds that part-time faculty at the community and technical colleges have an essential role in providing students with an excellent and affordable education. The legislature also finds that the salary disparities between full-time and part-time faculty at many colleges are excessive and inequitable. In addition, some part-time faculty who carry a half-time teaching load do not receive retirement or medical benefits. Over the next three biennia, the legislature intends to implement the request of the state board for community and technical colleges to provide funding for bringing part-time faculty salaries into parity with salaries of full-time faculty. The legislature also intends to provide funding for state contributions to the retirement system for eligible part-time faculty.
NEW SECTION. Sec. 2. The sum of seven million seventy thousand three hundred twenty dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1995, from the general fund to the state board for community and technical colleges solely to eliminate the disparities between the salaries of full-time and part-time faculty at community and technical colleges.
NEW SECTION. Sec. 3. The sum of two million nine hundred thirty-nine thousand seventy-seven dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1995, from the general fund to the state board for community and technical colleges for the state's contribution to retirement for part-time faculty at community and technical colleges.
