AN ACT Relating to adopting the budget before the end of the regular session held during an odd-numbered year; amending RCW 43.88.080; and adding a new section to chapter 43.03 RCW.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
Sec. 1. RCW 43.88.080 and 1973 1st ex.s. c 100 s 5 are each amended to read as follows:
(1) Adoption of the omnibus appropriation bill or bills by the legislature shall constitute adoption of the budget and the making of appropriations therefor. A budget for state government shall be finally adopted not later than thirty calendar days prior to the beginning of the ensuing biennium.
(2) If a budget is not adopted as required under subsection (1) of this section, then the governor and the members of the legislature shall forfeit all travel expenses, lodging expenses, and per diem allowances until such time as a budget bill is enacted. No travel expenses, lodging expenses, or per diem allowances forfeited under this subsection may be paid retroactively.
NEW SECTION. Sec. 2. A new section is added to chapter 43.03 RCW to read as follows:
RCW 43.88.080 applies to all expenses or allowances due to the governor or members of the legislature under this chapter.
