Creating a joint select committee on fiscal policy for nonappropriated funds.



    WHEREAS, There are over two hundred separate state funds from which expenditures receive no legislative oversight because they are nonappropriated; and

    WHEREAS, Over half of the nonappropriated funds are not allotted and are therefore not monitored by the office of financial management; and

    WHEREAS, Revenue for the nonappropriated, nonallotted funds is derived from numerous sources, including charges for services and fees; and

    WHEREAS, There is no mechanism to review the fee and charge-setting policies of the agencies setting fees and charges; and

    WHEREAS, Hundreds of millions of dollars are being expended from these funds, and hundreds of millions of dollars of revenues are being deposited into these funds; and

    WHEREAS, There is a need for legislative review of the revenue-generating policies and expenditures of the agencies in their respective management of nonappropriated funds;

    NOW, THEREFORE, BE IT RESOLVED, By the House of Representatives of the state of Washington, the Senate concurring, That a joint select committee on fiscal policy for nonappropriated funds be established to examine the revenues to and expenditures from all state nonappropriated funds, to explore the fee and charge-setting policies of agencies generating revenues for these funds, to recommend consistent policies in this area, and to recommend whether certain nonappropriated funds be appropriated; and

    BE IT FURTHER RESOLVED, That the committee consist of eight members, four members each selected by the President of the Senate and the Speaker of the House of Representatives; and

    BE IT FURTHER RESOLVED, That staff support to the committee be provided by legislative fiscal staff and the office of financial management; and

    BE IT FURTHER RESOLVED, That the committee report its findings and recommendations to the legislature at the regular session in 1995.
