Directing the Washington institute of public policy to study methods for changing election of local officials and the impact on election of members of minority groups.



    WHEREAS, The election laws vary widely for different units of local government; and

    WHEREAS, Local voters frequently are not permitted to change the method of electing their local officials; and

    WHEREAS, It is sometimes claimed that members of minority groups are discouraged from voting and running for local office due to perceived inequities;

    NOW, THEREFORE, BE IT RESOLVED, By the House of Representatives of the state of Washington, the Senate concurring, That the Washington institute for public policy study the methods by which local voters are permitted to change the method of electing their local officials and whether the unavailability of options has contributed to the inability of members of minority groups to be elected.
