Providing the public with electronic access to public legislative information.

    BE IT RESOLVED, By the House of Representatives, the Senate concurring, that the Joint Rules of the Legislature, as established by House Concurrent Resolution No. 4409 are hereby amended by adding the following new rule after Joint Rule 9 and renumbering the remaining rules consecutively:

    Rule 10.  The Joint Legislative Systems Committee shall provide members of the public with electronic access to public legislative information such as bills, bill digests, bill reports, and resolutions.  In carrying out this responsibility the committee shall consider:  The various data bases and documents maintained on the legislative information system; the desire by members of the public for electronic access; the method and format best suited for providing public access; the need to provide the most current and accurate information; the educational purpose that would be served by granting public access; the need to maintain the integrity and security of the legislative computer system; the capital and operating costs of providing public access; and the desirability of providing access at no cost or lowest cost possible to the general public.  By October 1, 1994, the committee shall have adopted a plan for carrying out this rule.
