                       Discharge Petitions

NEW SECTION. Sec. 1.  HR 4608 is amended by adding new rule 32 as follows:

     Rule 32.     Any bill, memorial, or resolution shall be removed from any standing committee and placed on the top of the second reading calendar upon the filing of a discharge petition in open session with the chief clerk.  A discharge petition must contain the written signatures of at least fifty members and must specify the bill or bills to be removed from one or more committees.
