Creating a shared leave pool administered by the department of personnel.


    AN ACT Relating to shared leave; and adding a new section to chapter 41.04 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  A new section is added to chapter 41.04 RCW to read as follows:

    (1) There is established a shared leave pool, administered by the department of personnel.  The department of personnel shall have rule-making authority in the creation and implementation of the shared leave pool.  The department's rule-making authority shall include, but not be limited to, determining employee eligibility and creating those rules necessary for the long-term maintenance of the shared leave pool.

    (2) At the time of separation from state service due to retirement or death, an eligible state employee or the employee's estate, may elect to donate the same number of sick leave days that the employee would be reimbursed for under RCW 41.04.340 to the shared leave pool created under subsection (1) of this section.

    (3) An eligible state employee may donate vacation days, which would otherwise be lost because the number of vacation days exceeded the maximum leave balance by their anniversary date, to the shared leave pool created in subsection (1) of this section.  Eligible employees needing donated sick days may draw from the shared leave pool.
