Expanding the use of skill centers.


          AN ACT Relating to skill centers; and adding a new chapter to Title 28C RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  As retraining becomes a common part of adult work life, it is important that all vocational education opportunities be used to the maximum extent possible.  Skill centers established to provide vocational training for high school students are used during the morning and early afternoon.  These facilities are idle during the late afternoon and evening hours.  At the same time, community colleges have more students applying than they can accommodate.  To assure that we meet the needs of our citizens in seeking training or retraining, all vocational training facilities should be used to the maximum extent possible.

 

          NEW SECTION.  Sec. 2.  High school age students who have completed a regular high school program during the regularly offered high school class time and adults shall be allowed to enroll in skill centers in the late afternoon and early evening.  Adults may attend day classes on a space available basis.  Priority in enrollment shall be given to high school students.  Once an adult is enrolled in a skill center program he or she shall not be displaced by another student.

 

          NEW SECTION.  Sec. 3.  The community colleges shall act as agents for the skill centers in the enrollment of adults.  Enrollment of the adult students shall not count toward the community college enrollment lid.

 

          NEW SECTION.  Sec. 4.  High school students who are enrolled in the skill center program in excess of the normal program hour offerings required in  RCW 28A.150.220 shall pay tuition to the skill center to cover the full cost of the program in which they are enrolled.  Adults enrolled in skill center programs shall pay tuition to cover the full cost of the program in which they are enrolled plus a five percent management fee to the community college.  The community college shall then transfer the tuition payment to the skill center.

 

          NEW SECTION.  Sec. 5.  Any state institution of higher education may award postsecondary credit for skill center courses successfully completed by an adult or high school student who has enrolled in such course through the community college.  The state institution of higher education shall not charge a fee for the award of the credits in addition to the fees outlined in section 4 of this act.

 

          NEW SECTION.  Sec. 6.  The superintendent of public instruction and the state board for community and technical colleges shall jointly develop and adopt rules governing sections 1 through 5 of this act, if such rules are necessary.  The rules shall be written to encourage the maximum use of the program and shall not narrow or limit the enrollment options under sections 1 through 5 of this act.

 

          NEW SECTION.  Sec. 7.  (1)  Sections 1 through 6 of this act may be implemented in up to five community college districts during the 1993-94 school year.  Any skill center and school district within any of the selected community college districts may participate in the program.  The five community college districts shall be selected from applicants by the state board for community and technical colleges.  Sections 1 through 6 of this act shall be effective throughout the state beginning in the 1994-95 school year.  Participation by community college districts under sections 1 through 6 of this act is in addition to agreements between school districts and community college districts in effect on the effective date of this section and in the future.

 

          NEW SECTION.  Sec. 8.  This chapter is in addition to and not intended to adversely affect agreements between school districts and community college districts in effect on the effective date of this section and in the future.

 

          NEW SECTION.  Sec. 9.  Sections 1 through 8 of this act shall constitute a new chapter in Title 28C RCW.
