Designating regional water resource planning areas.


          AN ACT Relating to water resource issues; creating a new section; and making an appropriation.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  (1) The governor shall, for the purposes of preparing a report, assemble representatives from state agencies, local governments, and tribal governments involved in water resource issues in the central Puget Sound area.  The governor shall receive a report before March 15, 1994, suggesting an identified region or regions in the central Puget Sound area for designation as a regional planning area or areas.

          (2) The report to be made pursuant to subsection (1) of this section shall, in addition to identifying suggested boundaries, make recommendations identifying the water resource issues it anticipates are relevant to each planning area.  The report shall also identify the interested public and private groups that have a specific interest in participating in a regional planning area or areas in the central Puget Sound.  Further, the report shall make recommendations regarding amounts and sources of funding required for the regional planning area or areas including proposals for cost sharing from interested parties, and for a coordinating entity.

          (3) The governor shall, within ninety days of receipt of the report required in subsection (1) of this section, establish a regional planning area or areas in the central Puget Sound to further develop and implement the comprehensive water resources plan required by RCW 90.54.040(1).

          (4) Any water planning activities currently occurring within a political subdivision of the state of Washington, or between state, local, or tribal governments are encouraged to continue during the creation of the regional planning area or areas required by subsection (1) of this section.  The report required by subsection (1) of this section shall identify these activities and make recommendations regarding their consolidation and inclusion into the formulation of a final regional plan or plans.

 

          NEW SECTION.  Sec. 2.  The sum of . . . . . . dollars, or as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1995, from the general fund to the office of the governor for the purposes of implementing section 1(3) of this act.  As a condition of this appropriation, . . . . . . dollars shall be held in reserve until the governor establishes water resource regional planning areas in the central Puget Sound in accordance with section 1(3) of this act.  As a further condition of this appropriation, . . . . . . dollars shall be held in reserve to provide for grants to tribal governments within the region or regions designated by the governor that require assistance in order to participate in the water resource regional planning process.
