Converting residential habilitation centers to skilled nursing facilities.


          AN ACT Relating to conversion of residential habilitation centers; amending RCW 71A.20.020; adding a new section to chapter 74.09 RCW; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  The legislature finds that the cost of operating and delivering services in residential habilitation centers has been increasing rapidly.  It is the intent of the legislature to decrease the cost of these services, but still maintain an environment to protect those individuals with developmental disabilities who are profoundly disabled or medically fragile.  It is the further intent that money saved in this act be used to provide services to those individuals with developmental disabilities who are currently unserved.

 

        Sec. 2.  RCW 71A.20.020 and 1988 c 176 s 702 are each amended to read as follows:

          The following residential habilitation centers ((are permanently established to provide services to persons with developmental disabilities)) shall be converted by December 31, 1993, to skilled nursing facilities, to be administered under chapter 74.09 RCW:  Interlake School, located at Medical Lake, Spokane county; Lakeland Village, located at Medical Lake, Spokane county; Rainier School, located at Buckley, Pierce county; Yakima Valley School, located at Selah, Yakima county; Fircrest School, located at Seattle, King county; and Frances Haddon Morgan Children's Center, located at Bremerton, Kitsap county.

 

          NEW SECTION.  Sec. 3.  A new section is added to chapter 74.09 RCW to read as follows:

          The skilled nursing facilities under RCW 71A.20.020 shall be managed and administered by the department of social and health services for the benefit of medical care assistance recipients.
