Conditioning AFDC assistance grants on identification of the parent of each child who will receive coverage.


          AN ACT Relating to aid to families with dependent children eligibility conditions; adding a new section to chapter 74.04 RCW; and declaring an emergency.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 74.04 RCW to read as follows:

          As a condition of receiving one hundred percent of the monetary grant that an aid to families with dependent children applicant is entitled to, the applicant must provide to the department of social and health services, birth certificates that name both parents of each child to be covered by the grant.  Failure to comply with this section will result in a five percent reduction of the monthly grant.  Upon compliance, the recipient shall be paid the accumulated portions of their grant that had been withheld.

          The department shall by rule establish what factors will be considered besides birth certificates in establishing a positive identification of the parents.

 

          NEW SECTION.  Sec. 2.  This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and shall take effect immediately.
