Requiring warning notices where alcoholic beverages are sold or consumed.



          AN ACT Relating to signage concerning alcoholic beverages; and adding a new section to chapter 66.08 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 66.08 RCW to read as follows:

          (1) Licensees under this title shall post notices that warn persons that consumption of alcohol shortly before conception or during pregnancy may cause birth defects, including fetal alcohol syndrome and fetal alcohol effects.

          (2) The notices required under subsection (1) of this section shall be posted as follows:

          (a) For establishments licensed to sell spirituous liquor by the glass, or beer or wine for consumption on the premises or in a room, notice shall be posted at the entrance to the place where consumption is intended to occur; and

          (b) For establishments licensed to sell alcohol for consumption off the premises, notice shall be posted where the selection of the beverage occurs.

          (3) The board shall adopt rules determining sign placement, sign size, print size, and typeface.

          (4) The board shall supply the signs to retail licensees and shall charge liquor suppliers for the cost of design, production, distribution, and replacement of signs.  Costs to manufacturers of liquor shall be adopted by rule by the board.

          (5) The board shall adopt rules to enforce this section.
