Requiring the department of community, trade, and economic development to develop a strategic plan.



          AN ACT Relating to the department of community, trade, and economic development; and adding a new section to chapter 43.330 RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 43.330 RCW to read as follows:

          (1) The department shall develop a strategic plan for the operation of the department.  The plan shall include:

          (a) A clearly identified mission;

          (b) Critical issues that must be confronted to accomplish the mission;

          (c) Strategies to address the issues; and

          (d) Implementation steps defining who is responsible for specific actions and when each specific action will be carried out.

          (2) The department shall also:

          (a) Determine the level of funding required to carry out the strategic plan;

          (b) Develop a process for the evaluation of success in carrying out the strategic plan;

          (c) Make recommendations on:

          (i) Programs that could be eliminated, enhanced, or transferred to other departments in furtherance of the department's mission; and

          (ii) Statutes that could be revised or enacted in furtherance of the department's mission.

          (3) The department shall deliver to the governor and the appropriate standing committees of the legislature the strategic plan along with its funding determination, evaluation process, and recommendations by November 15, 1994.
